Announces New Position of Vice President, Awards, Compliance and Risk Management
February 9, 2011, Washington, D.C. – The Elizabeth Glaser Pediatric AIDS Foundation is pleased to announce that Douglas M. Horner has been named its first Vice President of Awards, Compliance and Risk Management. Over the past few years, given the increased complexities for the Foundation of operating internationally and the subsequent need for additional focus in the areas of compliance and risk management, the Foundation has increased its Awards and Compliance department from a staff of three to a staff of 10 and has substantially increased its support to the Foundation’s Africa-based staff.
“With the Foundation’s growth and expansion over the last several years, we identified the need to increase our focus on compliance and risk management throughout our operations,” said Carlos Carrazana, Chief Operating Officer for the Foundation. “Doug has been instrumental in developing the Foundation’s capacity to manage these increasing needs and we are thrilled to welcome him to the Foundation’s Senior Leadership Team.”
In his new role, Horner is responsible for leading the Foundation’s global contracts, grants, and procurement functions, and overseeing all compliance and risk management initiatives. He has more than 20 years experience in administering and evaluating publicly-funded programs. Prior to joining the Foundation, Horner held senior management positions in two of the U.S. Department of Justice’s major grant-making agencies, reporting to Presidentially-appointed Directors. He evaluated Federal programs while working at the Government Accountability Office (GAO) and the Office of Management and Budget (OMB). Horner earned a Masters in Public Policy Degree from Harvard’s Kennedy School of Government, and a Bachelor of Arts Degree with honors from Duke University.
